Herbert Hoover was the president of the US during the Great Depression. Hoover feared that too much government intervention would undermine long-term individuality and self-reliance, which he considered essential to the nation's future. Furthermore, Hoovervilles were established for Americans who couldn't afford housing. People who would live under these circumstances were unhappy with their conditions. Therefore, riots broke out often.
